Pioneers in Digital Transformation
DIH4Society is the driving force behind building a smarter, safer, and more sustainable society.
The Digital Innovation Hub for a Smarter, Safer, and More Sustainable Society (DIH4Society) is a key driver of digital transformation and innovation, based in the North-West Region of Romania. Established in 2015, it is officially recognized by the European Commission as a fully operational hub.
Services worth nearly €4 million will be provided in the North-West Region during the 2024–2025 period, free of charge for eligible beneficiaries.
DIH4Society has been selected by the European Commission as an officially recognized hub of the European Digital Innovation Hubs network (edihnetwork.eu).
A total public funding of nearly €4 million has been secured through a direct grant from the European Commission under the Digital Europe Programme (grant no. 101083952 — DIH4Society), complemented by co-financing from the Romanian government through POCIDIF (DIH4Society Project SMIS 161824 – POCIDIF/1147/2/1/Action 2.4 EDIH).
This provides SMEs, public authorities, and healthcare organizations with the opportunity to receive for free specialized services to support innovation and digital transformation (eligibility criteria apply).

Our services for you
We provide the latest digital services – 100% free for free for our eligible beneficiaries - through grants of almost 4 million EUR.
We facilitate access for SMEs, public authorities, and healthcare organizations to tailored innovation and digitalization solutions.
Made possible through the Digital Europe grant and national co-financing via POCIDIF.

We work closely with our consortium partners – Cluj IT Cluster, Technical University of Cluj-Napoca, University of Oradea, and the Bistrița-Năsăud Chamber of Commerce – along with over 50 organizations from the technology, education, finance, administration, and research sectors.
We have a local presence in Cluj-Napoca and in major cities across the North-West Transylvania Region, and we collaborate across several counties nationwide – ensuring that our solutions are accessible wherever you are.
Active European Participation
We actively participate in EU-level digital policies and projects – having established collaborations with 26 digital hubs across Europe, and serving as co-founders of international thematic corridors such as SmartHEALTH, North-South Logistics etc.
We are part of prestigious networks such as the European Digital SME Alliance, CyberSec4Europe, and other initiatives that are shaping the digital future.

An expert team, guided by a clear vision
The coordination of the DIH is led by Prof. Dr. Stelian Brad (PhD in Engineering/Robotics and Economics; over 22 years of extensive experience in the software industry; professor at the Technical University of Cluj-Napoca).
Executive management is overseen by Andrei Kelemen (Head of Operations and Internationalization; also serving as CEO of Cluj IT Cluster). Our strategic vision is shaped by an Advisory Board composed of internationally recognized innovation experts, led by Florin Paun (EIC Jury Member, technology transfer expert with over 20 years of experience in the aerospace industry). Members of the Strategic Advisory Board (SAB) include:
Dr. Dominique Foray, École Polytechnique Fédérale de Lausanne – author of the Smart Specialisation theory, which underpins all RIS3 strategies across the European Union;
Tanya Suarez, CEO of IoT Tribe – entrepreneur and manager of venture fund networks with offices in London, Madrid, and Singapore;
Margareta Mucibabici (Cheșaru), Public Affairs Manager at UiPath – a global leader in Robotic Process Automation.
The governance structure is composed of representatives from the four leading partners (Cluj IT Cluster – coordinating partner, Technical University of Cluj-Napoca, University of Oradea, and Bistrița-Năsăud Chamber of Commerce).
